WELCOME TO THE WEB PAGE OF THE AGRICULTURAL LAND UTILISATION
PROJECT (ALUP).

The Agricultural Land Utilisation Project (ALUP) is implemented by the Ministry of
Agriculture, Forestry and Rural development (MAFRD) and is funded by the EU
through its European Agency for Reconstruction (EAR). Assistance is provided by
a consortium of consultants, comprising GFA Consulting Group (Germany),
BVVG (Bodenverwertungs- und verwaltungs GmbH, Germany) and DFFE
(Directorate for Food, Fisheries and Agribusiness, Ministry of Food, Agriculture
and Fisheries, Denmark).

The overall purpose of the ALUP is to increase the productivity, the utilisation and
the protection of agricultural lands. The project aims to achieve this by defining 5
project components (“results”), which respectively address: (result 1) legal
framework for agricultural land use, (result 2) land consolidation, (result 3) spatial
and environmental planning, (result 4.1) access to land through improved
functioning of the land market, (result 4.2) assistance to the Kosovo Trust Agency
(KTA) and MAFRD in certain land privatisation issues, and (result 5) improved
governmental coordination mechanisms.

The project has developed close working relations with a variety of Ministries,
Institutions and Municipalities. In the municipalities of Klinė/Klina,
Gjakovė/Šakovica and Dragash/Dragaš pilot projects are implemented.
The project commenced in February 2006 and will be completed in February 2008.
